International Transfer Student Admission & Application Requirements
An international transfer student who is coming to MSUM from another university (whether based within the United States or not) and is transferring in 12 university credits or more is considered a transfer student.
International Student Application Dates
- January 15-June 30 for starting Fall Semester (August)
- August 15-Oct 20 for First Year Freshman application starting Spring Semester (January)
- August 15-Dec 1 for U.S. Transfer application starting Spring Semester (January)
How do I Apply as an International Transfer Student?
The online application must be completed fully before any further processing of your admission.
You may pay the one-time $20 non-refundable undergraduate application fee online with a credit card.
Payment of the fee should only be made after you have:
- Submitted your online application and
- Activated your StarID.
To Pay:
- Log in to eServices using your StarID.
- Click on "Bills and Payments".
- Click on "Make a Payment" to pay the $20 application fee.
- Submit your official academic documents to one of the following external credential evaluators. Submit your official documents in both their original language and English. Official documents should be sent directly from your educational institution to the evaluator. Only transcripts submitted directly to the evaluator are accepted.
- If you are currently attending a U.S. university/college, all official transcripts MUST be sent to us directly from the institution.
- Keep the original or certified documents with you in case we need you to send us the official/certified documents. You will also need the official/certified documents to present at the U.S. visa interview.
International Transfers: Completed a high school diploma (or an equivalent) AND Earned 12 or more undergraduate credits from outside of the U.S. at a college/university.
- A minimum 2.0 cumulative GPA is needed on a 4.0 scale of post-secondary credits.
- If you would like your credits from outside of the U.S. to be applied towards your degree at MSUM, please submit your official academic documents to one of the following external credential evaluators. Submit your official documents in both their original language and English. Official documents should be sent directly from your educational institution to the evaluator. Only evaluations submitted directly from the evaluation company to MSUM are accepted.
U.S. Transfers: Completed a high school diploma (or an equivalent) AND earned 12 or more undergraduate credits from the U.S. college/university.
- All transcripts from any college or university you’ve previously been enrolled at (including credits from high school).
- Transcripts from a school in the Minnesota State system do not need to be sent because they will be downloaded. If you are currently attending a U.S. university/college, all official transcripts MUST be sent to us directly from the institution.
- Final and Official Transcript needs to be sent directly from your U.S. educational institution to MSUM after the applicant completes the last semester with a transfer out of Transcripts needs to be sent directly from U.S. educational institution to MSUM after the applicant completes the last semester with a transfer out school.
We may request secondary documents for students who have less than 24 college credits earned. We’ll communicate with you what documents are needed.
If you are from a non-English speaking country, you must provide proof of English language proficiency in one of the following ways. Only scores directly from the testing organization are accepted. Please make appropriate action for MSUM to verify your score from the testing organization. We are not accepting letters from secondary schools outside of the U.S. for proof of English proficiency.
Students from exempt countries do not need to provide proof of language proficiency. A list of exempt countries can be found below.
- Transfer from a U.S. college or university with a C or better in an approved English composition course.
- Submit an official TOEFL or IELTS score report sent directly to us by the issuing agency (ETS for TOEFL or IELTS directly).

Provide a financial Statement and supporting bank statements or letters from bank verifying funds.
Bank Statement/Bank Letter
- Must be dated within the last six months;
- Must validate at least $26,585 USD
- Plus $7,000 USD for the first F-2 dependent
- $6,000 for each additional dependent after the first dependent
- Name of account holder must be present;
- Applicant Self, their family, or their family business can be a financial sponsor.
- Amount of money in the account must be listed;
- Must be in English, or include a certified English translation;
- Type of account (eg. savings, checking, time deposit) must be included;
- Type of currency must be included.
- If you submit documentation that include foreign currency, calculate the value in U.S. Dollars and include evidence of the source for the currency conversion exchange rate. https://www.oanda.com/currency-converter/en/
- Select Original Currency convert to U.S. Doller
- Type closing amounts on original bank statements
- Select the date that the bank statement was issued
- Print the document, save it in PDF format, and upload as a part of Financial Document
- If the account holder for the Bank Statement does not match the name of the applicant, the financial sponsor must submit ONE of the following:
- Sponsor Statement of Support Form
- Bank Letter
- Bank Affidavit

NCAA/NAIA Athletic Scholarship

- Must be dated within the last six months;
- Name of award recipient must be present;
- Must state the period of time covered by the award;
- Must indicate Minnesota State University Moorhead as the student's institution
- Must state the total amount of support for the given period.
Documents NOT accepted
- Tax returns
- Tax documents in general
- Mortgages
- Employment or salary statements
- Paystub
- Pending or Provisional Education Loans
- Lines of credit including Credit Card available balances
Please note submission of fraudulent documents will cause severe penalties resulting in an investigation from U.S. Department of Homeland Security and U.S. Federal Bureau of Investigation. Your SEVIS (Immigration Record) will be terminated immediately.
Transfer Applicants from Universities Outside the U.S.
Both secondary and post-secondary transcripts will be used to determine general admissibility. A student's overall academic performance will be taken into consideration. Students whose post-secondary transcripts fail to show a satisfactory performance on the college level may be considered if their secondary transcripts were of outstanding caliber.
Transfer Applicants from U.S. Colleges and Universities
International students in this category must meet the same criteria as our U.S. Transfer Students. Students must have an a cumulative GPA of 2.0 or higher on a 4.0 scale. Students who have earned less then 24 credits will need to provide official secondary transcripts. Courses that are not considered "college level" (such as English as a Second Language or Remedial) will not be included in the accumulative GPA when determining admissibility.
Students transferring from a U.S. college who also possess credits from an institution outside the U.S. will need to follow the credit evaluation guidelines outlined in the section below.
International Transfer Credit
International students who have been accepted to Minnesota State University Moorhead who wish to transfer credit from colleges or universities outside the United States must provide Minnesota State University Moorhead with a course-by-course evaluation from Educational Credential Evaluators, Inc; International Education Evaluation, World Education Services, SpanTran, or any other NACES accredited evaluation company. The costs of the evaluation will be paid by the student. This process should be started as soon as the student receives his or her visa.
If a student has already completed a course-by-course evaluation from another National Association of Credential Evaluation Services (NACES) member, he or she can submit this evaluation to the MSUM Registrar's Office.
If the credit evaluation is not done during the application process, students will be admitted as transfer students and will be given 3 years for a program length on their I-20. Class standing will be determined once MSUM has received the credit evaluation. Students should be aware that failure to submit an credit evaluation in a timely manner could have a negative impact on their academic advising. The sooner a credit evaluation has been completed, the sooner your advisor will have a proper understanding of what courses will transfer to MSUM and how those courses will be applied to your degree.
We encourage you to complete the credit evaluation before you arrive. Comprehensive Course-by-Course Report can cost students between $135-$185.
Transferring SEVIS Record to MSUM
To request a SEVIS transfer, it is the student's responsibility to request their SEVIS record to MSUM. Please contact your current school's International Student Office-DSO with listed below items:
- Acceptance message from MSUM
- I94
- Transfer form
- It is in PDF fillable format
- Please fill in the top part before you send it to your current school DSO
- MSUM School code is Code: SPM214F00270000
This action needs to happen before the grace period is over. (60 days from your current program end date on your I-20). Your current school will transfer SEVIS to us, and we can issue an I-20 for you. Again, this will happen after your current semester ends and your current school releases your SEVIS to us.
